Hordes don't respawn if you actually killed EVERY SINGLE FREAKER that is a part of it. random freakers however seem to always show up and can't ever be cleaned out completely. So if a horde isn't gone for good, it's because you didn't manage to get every last one, basically if you fight a horde and don't get the popup ... WebIt seems that NERO may have been the cause of the outbreak and creation of the Freakers. I think there is a connection between O'Brien and the guy that took the virus in the first place, David Gorman. I'm sure O'Brien and/or NERO wanted the virus from Gorman. It's possible NERO got it from Gorman and engineered it.
